Yes, technically. The RMU2040 operates on Part 90 business-exclusive UHF frequencies, which require an FCC license. File FCC Form 601 through the FCC Universal Licensing System. A license is not required to purchase radios.

Consumer GMRS and FRS radios do not require a license, but they operate on shared public frequencies with far less protection from interference—which is why licensed business radios like the RMU2040 exist.
